DWD secures change of use of the former Olympic and EMI recording studio in Barnes to independent cinema

Dalton Warner Davis advised Stephen and Lisa Burdge on the change of use of the former Olympic and EMI recording studio in Barnes to independent cinema.  The main proposals comprised the change of use of the main recording studio building to a 2 screen cinema, small office suites, restaurant, bar and small recording studio.  The scheme also included works to a listed wall and the construction of a single family dwelling house on land occupied by ancillary studio structures.

The application required planning, listed building consent and Conservation Area consent submission, together with full supporting documentation.  DWD prepared the Planning and Heritage Statement and Statement of Community Consultation and were responsible for reviewing all the other supporting statements.

As well as advising on land use planning matters, we were also responsible for leading negotiations with the planning conservation, highways and environmental health Officers at the London Borough of Richmond Upon Thames.  We also advised on community consultation and seeking advice from politicians.

The key elements of the scheme include:-

·         Works to a building of townscape merit

·         Car parking issues

·         Noise and ventilation from cinema and restaurant

·         Impacts on the setting of the adjoining listed building

·         Loss and re-planting of trees

·         Loss of employment floorspace

·         Affordable housing

We achieved a resolution to grant consent from the Planning Committee in December 2011 subject to signing the necessary S106 Agreement.
